Richard S. Mroz

Richard Mroz has a long and distinguished career in law,government, public service, and corporate governance.  He is Founding Member and Managing Director of Resolute Strategies, LLC and Senior Director of ArcherPublic Affairs in Trenton, NJ and Washington, DC.  He advises clients in the energy, utilities, infrastructure and financial industries.  He is also Senior Adviser to Protect Our Power a national non-industry non-profit advocacy organization supporting best practices and investments in cybersecurity and resilience measures for the energy, utility and critical infrastructure industries.

Mr. Mroz is the immediate past President of the New Jersey Board of Public Utilities (NJBPU) serving as chairman and chief administrative officer of the agency and functioned as the chief energy officer for New Jersey.  He was President of the NJBPU from October 2014 until January 2018 and remained as a Commissioner until April 2018.  

He was Chairman of the Critical Infrastructure Committee for the National Association of Regulatory Utility Commissioners(NARUC) and served on the NARUC Board of Directors and led efforts addressing cyber security protection, workforce development, and infrastructure improvements in the electric, gas, water and telecommunications industries.  He was also the NARUC liaison to the Electric Sector Coordinating Council (ESCC) and served as chairman of the Organization of PJM States, Inc (OPSI). 

Mr. Mroz is currently a member of the USDOE Electric Advisory Committee (EAC) which provides advice to the Department about programs and priorities on issues of the evolving grid, distributed energy resources, and reliability of the electric system.  He is a member of theEAC subcommittee on smart grid development as well the subcommittee on Defense CriticalInfrastructure.

Mr. Mroz was Chief Counsel to New Jersey Governor Christine Todd Whitman after serving in various capacities in her Administration and was involved in many infrastructure development project, public private partnership issues and public finance matters. During his tenure as counsel to Governor Whitman he oversaw the governance, directly with the senior management and boards of directors, of the largest quasi-public agencies including the Port Authority of New York & New Jersey, Turnpike Authority, Delaware River Port Authority, Sports &Exposition Authority, Casino Control Commission, Economic DevelopmentAuthority, New Jersey Transit, University of Medicine & Dentistry, StateBuilding Authority, Housing Mortgage Finance Agency, Council on Affordable Housing, and Higher Educational Finance Authority.   He has served as a Commissioner of the Delaware River & Bay Authority and began his career in local government as in house solicitor to Camden County, New Jersey.  He was for many years counsel to the NewJersey Conference of Mayors as well as solicitor to various local zoning and planning boards.

He has been a long time member of the Board of Directors of the Federal Home Loan Bank of New York a government sponsored enterprise with over $100 Billion in assets providing wholesale lending to member financial institutions in New York, NewJersey, Puerto Rico and the Virgin Islands. On this Board of Directors Mr Mroz is the Chairman of the Housing Committee, previously chaired the Government & Regulatory Affairs Committee, and has served on the Executive, Audit, Strategic Planning andCompensation Committees as well as being inaugural member of the Governance and Technology Committees.

Of particular note is that President George W. Bush appointed Mr. Mroz to the Commission on White House Fellows in 2007. This national non-partisan commission is made up of individuals who represent a broad range of backgrounds, interests, and professions.  Founded in 1964, the WhiteHouse Fellows program is America's most prestigious program for leadership and public service.  

Mr. Mroz has served on non-profit Boards including having been a long time member and chair of the Volunteers of America Delaware Valley and of the University ofDelaware National Alumni Association.  

He is an active member of the NationalAssociation of Corporate Directors (NACD) and in 2021 was elected to the Board of Directors for the NACD New Jersey Chapter, and serves as the ProgramCommittee Chair for the Chapter.   Mr. Mroz has been designated NACD Directorship Certified which reflects the highest commitment to continuing director education available in the United States.

Richard Mroz is a graduate of the University of Delaware and holds a J.D. from the Villanova School of Law.
